Abstract:

In an era where digital access is increasingly shaped by political, social, and technical forces, measuring Internet censorship has become critical to understanding the state of online freedom around the world. This half-day workshop offers participants a comprehensive introduction to the technical and methodological foundations of Internet censorship measurement.

The session will begin with a guest lecture providing a high-level overview of censorship practices and the global landscape of online information control. Participants will then explore the principles and architectures behind leading censorship measurement platforms, including the Open Observatory of Network Interference (OONI) and Censored Planet, learning how these tools collect, process, and interpret network measurement data to detect and analyze censorship events.

The workshop will include a hands-on tutorial using OONI Explorer, where participants will learn how to navigate real-world datasets, interpret test results, and extract insights into network-level interference. By the end of the session, attendees will be equipped with practical skills and foundational knowledge to begin conducting their own measurements or to meaningfully engage with research and policy conversations about Internet freedom.

This workshop is ideal for students, researchers, technologists, digital rights advocates, and policy professionals interested in network measurements, censorship analysis, and open data platforms.

Amreesh Phokeer (ISOC)

Dr. Amreesh Phokeer is an Internet Measurement and Data Expert at the Internet Society. His broad areas of research are in computer networking, security, and telecommunication policy, with an emphasis on Internet measurements. Currently, he is focused on efforts around designing new tools and techniques to study the global health of the Internet including Internet resilience, routing security issues, Internet shutdowns, and other market trends that impact the growth of the Internet.
